PSU II problems

Having (unwisely) lent my PSU II and PRE II to a friend out here he returned it saying it didn't work (he said that all he did was plug it in).
All the voltages are up the wall
Test point 1 Voltages varying between around 250/110/50v
Test point 2 Voltages varying between around 242/176/45v
Test point 3 Voltages varying between around 240/140/55v
Test point 4 Voltages varying between around 150/100/48v
Test point 5 Stabilising at 4.6v
Test point 6 Voltages varying between around 39/14/4v
Test point 7 Stabilising at 6.8v
Test point 8 Stabilising at 4.8v
Test point 9 Stabilising at 4.9v
Where do I start replacing components and as I have to order from England which are the components I will probably need, I would prefere to get more parts even if some are unnecessary rather than keep ordering as post takes around two weeks to get here.
Ignore the above I've just found that my meter is broken
